Mangaluru: Health minister UT Khader said Monday that financial constraints would not impede projects announced at the state cabinet meeting in Mangaluru, amid reports that the finance department had flagged the state’s fiscal position.On allegations that SC/ST communities had been left out of funds and concerns over DC Manna land, Khader said, “I understand their pain. I have not stalled any projects. I have spoken to the concerned ministers. The govt has sought clarity on the land, following which an appropriate decision will be taken.”On funding a Daivasthana in Moodubidire, he said he had taken up the matter with Union minister K H Muniyappa and was hopeful that the temple would receive the funds.Futher, on Hindu activists booked under the Goonda Act Khader said, “We are not interfering in the matter. The police are taking appropriate action to maintain law and order.”“Cabinet decisions reflect the govt’s commitment. The govt will work out the necessary resources to implement them,” he said.Khader said the finance department must monitor govt finances, regulate fund releases and periodically report the financial position. Departments were preparing action plans and estimates for projects cleared in the three coastal districts. Requirements would be consolidated for administrative approval, while deputy commissioners and other officials would meet to finalise plans.He said funds would be mobilised by increasing revenue, preventing losses and reducing govt expenditure. Govt had also acted to reduce excessive tender margins.On Form 9 and 11 issues, Khader said approval powers for single-plot layouts of up to 1,000 square metres, or 25 cents, had been delegated to panchayat development officers in rural areas, chief officers of town municipalities and town panchayats, and municipal commissioners.Cabinet had granted in-principle approval to rename the district Mangaluru, he said. The public would have one month to submit objections and suggestions.Khader said Tulu could be used alongside Kannada or in its own script, with translators assisting administrative work. Guidelines would be framed.Defending the public-private partnership model for projects such as Mangaluru Eye, he said govt would retain policy control while private participation ensured professional operation and maintenance.Govt approved an initial 200-bed expansion of wenlock hospital against a demand for 400 beds. It was strengthening taluk hospitals and introducing referral protocols. An application was being developed to show bed and ICU availability.New taluk hospitals were proposed for Byndoor and Moodubidire, while Bhatkal’s infrastructure would be strengthened.
