Mangaluru: Mangaluru City police has issued guidelines in connection with holding peaceful protests. City police commissioner Sudheer Kumar Reddy CH said that the police are committed to facilitating lawful demonstrations while ensuring public safety and minimising inconvenience to the broader community.To manage these events effectively, any individual or organisation planning a protest is required to obtain prior written permission. Permission has been granted consistently to all applicants who meet the necessary statutory requirements. Conditions accompanying permissions are not intended to curtail the right to protest. Rather, they are designed to regulate traffic flow, secure emergency access routes, and safeguard both participants and the public while maintaining public order, he said.

Referring to Friday’s demonstration, the commissioner stated that permission was granted despite the organisers’ inability to provide an estimated turnout or assembly plan. Consequently, a standard undertaking was secured, and extensive police arrangements, including personnel deployment and traffic diversions, were put in place in anticipation of a large crowd.Despite these measures, the unexpectedly high turnout caused significant traffic congestion, delays to public transport services, and inconvenience to commuters. While law enforcement strives to balance fundamental rights with civic order, full cooperation from organisers is crucial.He urged oraganisers to provide realistic estimates of anticipated attendees, so appropriate logistics and security can be pre-arranged. Demonstrations must take place at locations capable of safely accommodating the expected crowd. Holding large gatherings in constrained spaces creates severe safety hazards, including overcrowding and stampede risks. Compliance with agreed-upon timelines and routes is essential to prevent public disruption. “We encourage all citizens and organisations wishing to assemble peacefully to apply for permissions well in advance. The department remains dedicated to extending the necessary support for lawful assemblies while upholding public order and safety,” the commissioner said.
