Bengaluru: Govt schools in the state are unable to generate transfer certificates for their students, leaving children who want to change schools in a fix. The school education department said they have deliberately kept the process administratively difficult so that children stay in the govt schools.The schools say they usually were able to generate transfer certificates, latest by the second week of June. However, this year, there have been no updates from the department yet.“Our students have been waiting for TCs. We have a case of a student who wants to get transferred to Koramangala because her single mother has found a better job there. While the new school has sent a request for TC, we are unable to generate one. The new school has refused to let her sit in class as the formalities aren’t completed. The child is sitting at home for three weeks,” said a teacher from a govt school in East Bengaluru.A headmistress said the issue also results in problems in providing resources like midday meals and books. “While the SATS show a certain number of students, we have more students who have come in without TCs. We are spending from our pockets to get more resources for them like eggs,” she said.The schools said the move is so that the govt can show high enrolment in its schools, and thus, the feature to allow TCs is disabled until admission time is over.

“In the past, we noticed that students are lured by aided and unaided schools. To get more students is a matter of aid for aided schools and fees for the unaided ones. But they are qualitatively very poor. Govt schools for sure have better teachers and facilities than many budget private schools,” said an official from the school education department.Commissioner of school education, Vikas Kishor Suralkar, said: “We have deliberately kept the issuing of transfer certificate a difficult task for students who were admitted in school for the current academic year for administrative reasons. In the better interest of students, it is important that the children stay with govt schools,” he said.“In case there are genuine cases where students want to shift out because of reasons like relocation, the principals can approach the concerned Block Education Officers, or BEOs, with a request. The BEO can send the request to the SATS team, which will give them the TCs,” he added.
