Diploma civil engrs got relief over MBBL rule: MLA

Mangaluru: Mangaluru City South MLA D Vedavyas Kamath said that the demand of diploma engineers with regard to the Model Building Bylaw (MBBL) has been recognised.The MLA stated that when the state govt implemented the MBBL, it adopted the 2017 notification in the eligibility and capability rule, which limited those with a diploma in civil engineering to only supervising plots of 100 sqm and buildings up to 7.5m in height. This restriction, which was also applied in the new building construction bylaw of the Mangaluru City Corporation (MCC), caused significant inconvenience to experienced professional engineers and the public. As a result, diploma engineers with licences for 20 to 35 years already submitted their objections to the govt, the MLA said. Those diploma civil engineers also approached MLA Kamath and assembly speaker UT Khader to present their appeal. “Being the representatives, we continuously worked with senior govt officials to address the issue. I raised the matter in the assembly, brought it to the attention of urban development minister Byrathi Suresh, and maintained continuous contact with department secretary Deepa Cholan, meeting with officials multiple times to resolve the issue. Finally, the state govt amended the 2017 notification to allow diploma engineers with more than 10 years of experience to perform all types of work as before. This marks a victory for the organised struggle led by the associations of diploma engineers from various districts of the state,” Kamath said.
